委内瑞拉变身印钞工厂

But others say that it's mostly the distorted system that makes shortages inevitable. With one of the world's highest inflation rates, subsidised goods like rice, milk, and cornflour are being snatched from the shelves and smuggled abroad for profit. It's one way that people can earn prized foreign cash which won't lose value like the local bolívar currently is. For more on this, I turned to the recently resigned chief economist of the Central Bank José Guerra. He's left his job and broken the usual code of silence amongst insiders to write a book about the crisis. The government, he says, could soon go bust.

The inflation right now, it's 40%. Last year it was 21. What's prevented the country from going to a spiral of hyperinflation is that the government has controlled the prices. But that creates scarcity, and that's the dilemma that we're facing. If the bolívar, our currency, keeps devaluating, the risk of hyperinflation increases.

Does the government have a plan to get out of this situation?

No, the government does not have a plan, because the government has a huge public expense. And they need money to keep fuelling that expense. So the only way the government can get the money is either devaluating or printing money.

Is the government printing a lot of money right now?

During the previous three years, the last three years, the government has increased the money supply each year up to 60%. Right now the Central Bank has become a factory of printing money.
